If there was a a harbor pilot on board and there were tug boats pushing the ship then the CO should be ok.

sustained damage after hitting another vessel in Montreal, Canada yesterday. The warship had been on its way to future homeport in Mayport, Florida I'm confused. On it's way from where? Montreal doesn't seem to me to be in between a lot of places and Mayport, Florida, maritimely speaking.

Any ship which is secured by ropes to a permanent fixture is ‘moored’ to that fixture, typically to a concreted block on the seabed (i.e., a mooring).
I probably should have used the term ‘docked’ which is pretty clear to everyone.

Umm, perhaps a revisit of the training program is in order?
Yup. The Atlantic just published an interesting article about how the Navy is staffing these ships with people who can perform multiple jobs vs. those with dedicated expertise. As you can imagine, the Atlantic was mostly touting this as a good thing (especially because it reduces manpower on this ships), but this is the inevitable result.

This class of ships is highly maneuverable. The engines are capable of rotating 360 degrees Sounds like they might have azipod propulsion instead of straight shaft and propeller propulsion.
Could be another example of today's solution is tomorrow's problem. - Tom

The only time a CO is relieved of the responsibility for the safe navigation of his ship is when the ship is under Panama Canal pilotage.
At any other time, pilot or no pilot, the Captain is responsible for the safe navigation of the ship. The recommendations of the pilot and the Captains actions based on those recommendations will figure prominently into the investigation of the incident. The CO is not out of the woods yet.
