Austin's police chief says three new homeless ordinances are about to "fundamentally change" the department's enforcement. Early Friday morning the Austin City Council voted to rescind the homeless camping ban changing the citys approach to dealing with homelessness.
The city's ban on sitting, lying down and camping in public spaces is being replaced with new ordinances that change how police can respond to calls from the public.
If we receive a call from a business owner or from a citizen involving an individual that may be sitting or lying in a public space, whether it be in front of a business or on a public thoroughfare, we would have to be able to prove that conduct poses a hazard or a danger to someone, said Austin Police Chief Brian Manley.
Friday afternoon, Chief Manley said the wide sidewalks on Congress Avenue and around the UT campus and entertainment district are an example of where enforcement will change.
There may be opportunities now for individuals to erect a structure or a tent or some type of protection in spaces where before that would not have been allowed, said Manley.
As long as the public could safely get around the tents, the structures would not violate the new ordinances.
I am thrilled, said Rabbi Alan Freedman.
The Rabbi at Temple Beth Shalom in West Austin says the changes decriminalize being homeless.
They found a way to revamp these ordinances so that people who are homeless are not being arrested simply for being homeless,

Went to UT Austin in the 70s. The acceptance rate is about 35%. Enrollment won't drop.
FWIW, I got out of Austin in the 90s, cause I could see the direction. Big thing that's changed since then is that the town has gotten progressively uglier. It used to be a beautiful city. Population keeps growing, and yeah, panhandlers on every single corner.
Of course they do.
Conservatives watch and are horrified.
Liberals watch and are inspired. And envious.
Looks like lots of space for tents on the tree shaded lawns and parking lots of the Jewish complex..

Well, I have to admit to having been an Engineering grad at UC Berzerkeley in the mid 1960’s. Berzerkeley, the city that the UC professors proclaimed they would make into the first Communist City in America. And you know what, they’ve largely succeeded! If you have need of a really old VW Bus or a clapped out Volvo, or perhaps a Saab, you’ll find it there!

95% of the “homeless” in Seattle have severe addiction issues - much of it is heroin.
My approach is there are laws that prohibit sleeping, camping shitting on public or private property. take them all to detention and sort them out, druggies, mental health, and fit for work. Double fine or jail time for each subsequent incidents.
Communities need some 100 bed mental health units. The others are responsible immediately for following the law.
Time for the state legislature to pull the city charter and run Austin from the state capitol.
