HaHahaha....where I live there are no rules that anyone follows. They ride on sidewalks, through traffic, on the wrong side of the street, ride tandem, and even transport two or more scooters while riding. The problem? Human nature, once you solve that, everything will be fine. Don’t hold your breath.

The problem with these is that they are motorized, which means they are to be used on the streets, as in the photo. But a scooter against a car is pretty intimidating, and so the scooter drivers go onto the sidewalks where they feel safer. Unfortunately, they are much faster than the pedestrians, and come out of nowhere, so they are a threat to people walking.
There will never be a crackdown on these things. The car haters who run cities love em. They think they will take cars off the road. Never mind the preliminary evidence that what they take off the road is - bikes.
South Park last year had a Halloween episode on the scooters.
I traveled on Washington St by bus on Thursday. There were 5 or 6 scooters near the curb on what seemed like every street. the scooter riders were not wearing helmets.

they just need to make it so cops get hit a button and remotely lock up the front brake when they violate a traffic law. That’ll stop em
