My question - what the Hell has Horowitz been looking into all this time if he just now discovered the FISA’s were illegal? He has been investigating FISA for 2 years & just now found out???

Apparently the FBI was hiding stuff from Horowitz, well at least the stuff that Jon Solomon from the Hill had.

Horowitz can only make determinations with the documentation he has.

Yeah, apparently. But, I'm sure the IG has a much bigger staff than Solomon, and has had a lot more time dedicated to FISA. But Solomon was able to find them.
