The Horowitz/Huber tag team that Barr is going to make full use of now started long ago under Jeff Sessions.

Remember, I’m on record about this. I wrote columns at Epoch starting in June of last year laying out all the stealth investigations that were going on under Sessions.
It took me awhile to figure out what Sessions had set up, from the time Horowitz first surfaced in late Oct/early Nov. ‘17 and started handing off his evidence to Congress, to the time Sessions wrote his letter to Congress informing them he’d assigned Huber to work with Horowitz.
Sessions wrote that Huber/Horowitz letter to Congress in March, 2018.

So it took me from around Oct. ‘17 to March ‘18 to figure out what Sessions had set up clandestinely, only pulling the curtain back briefly to give a glimpse of the activity before putting it back in place.
either Jeff Sessions nor Rod Rosenstein can be holding positions at the DOJ at the time the actual indictments and arrests are made for reasons I explained right here in this column from late January:

Just got in from the opening of Las Vegas’ new baseball stadium, we had to leave early and 40 mile an hour winds and so cold.
2,600 parking places but, stadium holds 10,000, just does not compute.

IIRC, keeping a "subject" on the Fed payroll forces 'em to provide information that they wouldn't have to provide as private citizens.

Still see RR as the front man in the sting. He the one used to gain the guilty perv’s confidence and then testify against them in court. They thinking he’s one of them and opening up to him. If so he has a lot to give to Barr (great documentation and possibly a wired tape or two to support that documentation. ).

Mueller Report may not be what the democrats were hoping for. It may be their worse nightmare combined with the RR report.
