What I saw in the video was correct. AF Basic Training medal...not sure why a general is wearing that...then an Expert Marksmanship Ribbon, the first two ribbons usually earned, are on the bottom row from his left to right. This is correct. Haven’t ID’ed all the rest. Maybe it’s the wrong video.
Yeah, but the guy should be getting crap for this for the rest of his career. Something like at the end of every memo where he is cc'd, remind the staff that when wearing the dress uniform it is mandatory to display them right side up.
I think you’re looking at the example on the right showing correct wear of the ribbons.

He could be prior enlisted if he’s wearing the BMTS ribbon.

You don’t get to general rank then make that kind of “accident.” That’s a lie.
Just read up on the Air Force Training ribbon and officers are also eligible for it upon completion of their OTS training. As for someone being prior enlisted and reaching Flag rank as an officer, it is rare but there are examples.

On the handful of times I wore dress blues, my wife had to read me the reg book to see if I was doing it right. I am still not confident I did it right.
It made me feel much better when I talked with all the other combat arms guys there and they didn’t have a clue, either. We did more important things.

I knew I guy who put a stick of Dentyne chewing gum in his ribbon display during an inspection, just to tweak an officer he didn’t like. I’m not saying that was OK to do (it wasn’t), but it was funny.
(Oh, and he didn’t get caught.)
