ALBANY Gov. Andrew M. Cuomo on Monday announced a dramatic drop in state income tax revenue of $2.8 billion, which he says will prompt him to revise his 2019-20 budget and reconsider spending on schools, health care and repairs to roads and bridges.
Cuomo, a Democrat, blamed the shortfall on a federal tax plan backed by Republican President Donald Trump. Cuomo said the law's cap on deductions for state and local taxes at $10,000 was to blame and suggested it is, anecdotally, triggering high-earners to leave New York.
At this point there is no doubt that the budget we put forward is not supported by the revenues, Cuomo said at a State Capitol news conference. Its as serious as a heart attack.
Cuomo said hes not certain what areas might need to be cut, but said the biggest spending areas now are education, health care, infrastructure and another phase-in of a previously approved middle-class tax cut.
The hole in revenues in December, which some analysts have called a December surprise, and continued poor performance in January have created a $2.3 billion drop in anticipated revenues, according to the Cuomo administration. Add that to the $500 million drop in revenues for December that the Cuomo administration had previously projected and the revenue hole is $2.8 billion, according to Cuomo Budget Director Robert Mujica.

There won’t be an exodus of big biz until the money for bribes runs out.
That drove a lot of the protests against Amazon’s HQ2 in NYC; the residents understand they need a host to prey upon for revenue streams to fix stuff. The city and state were OK with it because the WORKERS will be the hosts the state and city prey upon (the city, like the state, has an income tax).
A ridiculous display of this dynamic in practice was in 2007/2008, when both the mayor of NYC and the governor of NY state publicly insisted the bailed-out banks be allowed to pay their employees’ bonuses; the budgets of both of those entities were dependent on the income taxes on those bonuses, and the fact that they would be coming directly from taxpayers meant nothing to them.
Maybe, but I was under the impression that it was already happening in terms of white-collar jobs - the root of “Occupy Wall Street” angst initially.
I guess they will just have to kill more babies.
Yes indeed, it is always a wise thing to cut vital services first in order to inflict as much pain as possible. These pols are animals.
The Laffer curve on it’s side resembles a breast. How apropos.
A tax cut is not a bribe.
You may want to put in a disclaimer - the T* is NOT 60%.. even though that’s what your graph puts it at
Translation: "We did everything we could do to keep taxes as high as possible. It's not my fault that revenue is falling. It's all Trump's fault that wealthy people are leaving the state."
And then there’s the typhus epidemic in L.A..
Watched a story on that on Fox last night. Just frightening.
It’s called killing off your future tax base.
They already murder more Black babies than Black births, it’s incredible. It’s murder as birth control.
NY and Calif what’s the differnece.
Writing from oceanside CA
And they brought it on themselves.
The people I feel for are the conservatives who don’t support this and vote against dem/liberal policies.
They try but there’s only so much you can do against massive vote fraud.
“I guess they will just have to kill more babies.”
A $10,000 tax on every abortion performed in NY would raise a lot of money.
[[[yeah but those state workers are happy, happy , happy especially the retired ones....you know the ones who voted all rat all their lives and then escape to some nice state....]]]
Yep and they are moving to states that don’t tax their pensions
Something like 1 out of every 3 pregnancies ends in abortion in NYS
Before Kalifornia Governor Gray Davis was recalled, he actually tried to collect taxes from a company that moved out of Kalifornia to next door Nevada. The business owner took it to court and the presiding judge quickly ruled ‘no way.’ Another reason Trump is so important, all the judges that have and are being installed. The rule of law still has a chance.
cal has another interesting thong. High pension payments to retired public employees who live in nevada, washington and other low tax states and don’t have to pay state income taxes to Cal.
