China's NYC-Sized 'Earthquake Warning System' Array Sounds More Like A Way To Talk To Submarines

China has reportedly constructed a massive extremely low frequency, or ELF, antenna array the size of New York City, as well as a smaller system and associated data processing and signal transmission facilities at various locations throughout the country.

Officially, the entire system, known as Project Wireless Electromagnetic Method or Project WEM, will support the Chinese resource extraction industry and provide early warning about potential earthquakes. However, there is significant evidence that its primary function may actually be to provide long-range communication with Chinese submarines, a critical capability to support its growing number of nuclear-armed ballistic missile boats.

In principle...a huge antenna array could be useful in detecting natural resources underground, such as precious metals or fossil fuels.

It might also be possible to use such a system to monitor movement below the Earth’s surface. This, in turn, might provide early indications of impending earthquakes, which are not uncommon in many areas of the country.

One of the major benefits of modern submarines, especially nuclear-powered types and boats with advanced, non-nuclear air-independent propulsion systems, is their ability to remain largely hidden underwater for extended periods of time. This gives them inherent deterrent qualities. It also makes them well suited to covertly collecting intelligence or, in the case of subs armed with conventional land attack or nuclear-capable missiles, to quietly positioning themselves for short- or no-notice strikes during a crisis.

So, it's not necessarily surprising that China’s 724 Research Institute, part of the state-run China Shipbuilding Industry Corporation (CSIC), a major supplier of communications and other electronics to the People’s Liberation Army Navy (PLAN), has been responsible for the Project WEM construction. Lu Jianxun, the project’s chief scientist, is also publicly involved in advanced communications work for the PLAN, the Post reported.

The data rate on these signals is very slow. It’s mostly good for ‘come to the surface for the rest of the message’.

We used to transmit far more detail than that over TACAMO.

And that CSIC is the Chinese government shipbuilding company that has a relative of Mich McConnell on its board of directors.

CONFIRMED: Mitch McConnell and Elaine Chao received $5 million to $25 million from her father, James Chao, whose shipping company Foremost Group does massive deals with the Chinese government.

The New York Post, Politico, the Wall Street Journal, New York magazine, The Hill, and others have all confirmed that James Chao, Elaine Chao’s father and Mitch McConnell’s father-in-law, gave the Washington power couple a “gift” (that’s the way it was recorded on McConnell’s financial disclosure forms) of between $5 to $25 million in 2008. According to the Post, the “gift” had a major impact on the couple’s net worth: “In 2004, current Senate Majority Leader Mitch McConnell and his wife, current U.S. Transportation Secretary Elaine Chao, had an average net worth of $3.1 million. Ten years later, that number had increased to somewhere between $9.2 million and $36.5 million.”

Beginning in 2007, “just as the U.S. Senate was taking up sensitive legislation concerning China,” Schweizer reports that the Chinese government’s CSSC Holdings, Ltd.—the financial arm of the Chinese government’s military contractor CSSC—named James Chao to its board. CSSC Holdings also added Elaine Chao’s sister Angela Chao to its board as well.

Since Elaine Chao became Transportation Secretary, her family’s company Foremost Group has ordered 10 massive cargo ships from the Communist Chinese government’s China State Shipbuilding Corporation (CSSC).

As Peter Schweizer and Jacob McLeod reported, Senate Majority Leader Mitch McConnell’s (R-KY) in-laws have ordered 10 massive cargo ships from the Chinese government since the senator’s wife Elaine Chao became Secretary of Transportation. Indeed, Politico confirmed that Foremost Group “now appears to be engaging in a brisk period of expansion. Before Trump’s inauguration in January 2017, it had 23 registered ships but since then has added 10 — more than a 40 percent increase in capacity — according to IHS Global ship registry information.”

SLFCS was an Air Force system, and had nothing to do with submarines.

However, the USN has a robust, redundant and survivable VLF broadcast system as an extension of the MEECN.

Yes, the data rate is slow. The ground wave for these antennas circles the globe, though. The American version was called Big Jim and was a cable anchored between two mountain tops.
