The members carried over are “continuing in their terms” and comprise the convening body of the new Congress. Those re-elected begin the new Congress as electoral equals to the newly elected members.

They are not considered as part of the convening body since their elected term ran out at the end of the last Congress. They do have experience that the newbies don’t.

This is how the a republican congress works as theory. Our Congress may exhibit differing rules as agreed to by the separate bodies (ref: the “no speechifying filibuster”).

Since all House of Reps have to get re-elected every two years, there is no representative who wasn't just re-elected or newly elected. So who are the members carried over who are "continuing in their terms"? Everyone just got elected or re-elected, unless they lost their re-election bid.
