SOMEONE physically handed out the envelopes to the individual recipients. WHO was the distributor of said materials?

It was the VIP section, set up in advance then 'guarded'. Could have been the ones putting out the folders, or someone who would be naturally admitted to the area who added the envelopes. IOW could be lots of people and what difference does it make now as Hillary would say?
