I read that the COVFEFE acronym was made AFTER Trump tweeted. Looked it up many months ago, check it out.

Apparently the tweet was on May 31, 2017. The wiki does not specify when it was voted on:

“The Communications Over Various Feeds Electronically for Engagement Act (COVFEFE Act) is a bill introduced into the United States House of Representatives in 2017, during the 115th United States Congress....”

The article cites a Democrat for introducing the bill:

“...U.S. Representative Mike Quigley, Democrat of Illinois, introduced the legislation in the wake of Donald Trump’s routine use of Twitter, stating “In order to maintain public trust in government, elected officials must answer for what they do and say; this includes 140-character tweets. If the president is going to take to social media to make sudden public policy proclamations, we must ensure that these statements are documented and preserved for future reference.”If enacted, the bill “would bar the prolifically tweeting president from deleting his posts, as he has sometimes done....”

“RUSSIA RUSSIA RUSSIA!!!”

“...Callum Borchers of The Washington Post’s The Fix noted that the Trump administration might have deliberately responded in a way that encouraged the media and the public to focus on covfefe instead of other controversies such as the RUSSIA INVESTIGATION, resignation of White House communications director Michael Dubke, or U.S.-Germany relations....”

It may have been what the article calls a “backronym.”

In that third quote above, I found it interesting to note that the POTUS in the “Covfefe” situation is accused of using that tweet to distract from “RUSSIA.” And in the “SMOCKING” tweet - it is to call attention to the snare and delusion of the democrat’s “RUSSIAN SMOCKING GUN.”

Hence both tweets are pointedly, one way or the other, having to do with addressing or affecting the whole “RUSSIA RUSSIA RUSSIA” nonsense.
