I believe that it was to be used by HRC to facility voter fraud had the midterms turned sour and/or fraud was outed. Possibly by motivating activists to claim Pubbie fraud, a la the Benghazi video.
Term limits is the only way this mess gets resolved. It’s going to take a constitutional amendment. I see that as part of POTUS’ second term agenda.
