It would take a Tom Clancy to write the Q posts if it were a LARP, it is so well crafted and thorough, and pulls together so much information from disparate places. And even so, it could not explain all the proofs that have been provided.

I think he could do appointments during the recess, but they would only last until the end of the Congress in which the appointments are made, i.e., January 2019. It would probably not be worth it, except maybe for someone who replaces RR while the Senate is in recess.
