Q never said, hinted or intimated that 60% of criminals or crimes would be unpunished.
The 60% was specifically that some of the more horrendous details of crimes would not be made public. Q was very, very specific about this on several drops. And why. The public cannot handle the most gruesome hideous details. Q never, ever hinted or said or gave the slightest indication that crimes would not be punished.
The only time he said anything to that effect was some congressvermin would be given the choice to resign or ...else. Some, a good many, appear to have chosen “resign” over “or else”.

Regarding the possibility of 0bola’s secret pardoning of himself, my .02 not based on reading all the graphic (no time sob sob):
1. WOuldn’t a pardon have to be part of some kind of public record?

2. 0bola was not a legitimate president, due to using fake name, fake parentage, fake place of birth and fake nationality. So he was never a “real” president. Trump and his team know this.
Thus 0bola could not pardon himself (or anyone) as he was not even a US citizen.
He made a jpg out of the page that comes up when someone is banned, and then set it as his home page graphic. Pretty clever, actually, he’s had it for at least 10 years.
