The other 28% lied to the pollsters. Probably 20% of them did, becauase they know it's lies but they approve of the goals. The remaining 8% or stupid people who will believe anything, like actors and rock stars.

Not to mention, building homes on top of active volcanoes raises expectations of lava in the living room to 100 percent. (Not intended as a dig at the people on Hawaii’s Big Island, but the number of homes lost to Kilauea is now closing in on 700.)
