The groundhog had traffic stopped in the road. Cop claims it "wasn't acting normally" and blew it away.

Obviously rabid... maybe early stages, but what doesn’t make sense is that the Humane society stated that they were NOT going to test the animal.
Probably because they know what they were going to find, and want to keep the issue alive to make the officer the bad guy.
