Rosalinda Vizina says she an Entomologist and the roaches were a part of a study she's conducting. She said, "I feel bad for the roaches in case they got smushed or tossed or something like that. For the thieves, I hope they went everywhere."

I am sure there are plenty of people who would gladly let this woman take (not steal) any number of roaches she wanted, as long as she agrees to collect them from their homes.
