Not through the battery, but I’ve heard that the fascists can listen and view through the microphone and camera even if the phone is off. I don’t know if that’s true, but I don’t doubt it.

People do not understand how the technology works. Might as well be magic. No, it doesn't spy on you. Your cell phone tells the Feds where you are. It's built into the cell network. But mostly, nobody cares.
Electronics and RF engineer here, design RF devices (including smart meters) for a living. Ask questions.
