ST. LOUIS The city building commissioner says it appears the top floors of the north tower of BJC HealthCares new building under construction near Kingshighway and Forest Park Avenue are buckling, and he is asking the engineer in charge to verify that the floors were built correctly.
Building commissioner Frank Oswald said Friday that it appeared the floors were buckling on the sixth through 12th floors in the north tower.

Hmmm... well that can't be good.
Perhaps the local inspector is intentionally using the term "buckling" in an effort to draw attention to an ongoing uncorrected problem at the site and to get the builders to address his concerns. Floors that are buckling are different than floors that need shimming. In any case, there does sound like there are issues at this site.
I vote for disgruntled workers spreading rumors.

I would not want to judge the entire project on a small structural shortcoming.
