Chinese cement and materials with Mexican laborers?
I vote for disgruntled workers spreading rumors.

“Mexican Labor?”
If it was Mexican labor, the building would be fine - at least if my house is any indication. More likely quota-driven ‘local’ labor, if I had to guess.
Exactly what went through my mind. A trip to Mexico clearly demonstrated to me that bubble levels are optional tools with those guys.
As a reinforced concrete special inspector and registered Geologist I can tell you now that some of the best concrete crews I’ve worked with are full of legal [hopefully] Mexicans that put epic “Americans from the 40’s and 50’s” levels of work into a pour.
Of late, a good portion of these jobs has been on prevailing wage Federal funding projects so I’m pretty sure all of the crews are legit because of all the ID and certified payroll requirements. The conclusion I take from this is that there are very few 16-30 year old white or black males that are willing to bust ass for 10-12 hours a day for $20-30+/hour, at least in the SF Bay Area.
