An IV pole placed on one of the floors rolled away, according to one report. Hmmm... well that can't be good.
Perhaps the local inspector is intentionally using the term "buckling" in an effort to draw attention to an ongoing uncorrected problem at the site and to get the builders to address his concerns. Floors that are buckling are different than floors that need shimming. In any case, there does sound like there are issues at this site.
