This isn’t targeting, or even actual reconnaissance. Under the open skies treaty they and we are allowed a certain number of flights per year.
They decided to use one to circle around DC, being annoying, giving us the finger. This is just them tweaking DC for the sanctions bill. This is Russian humor at its finest.
It would be nice if they let us know when they’re doing this so everybody could go out and moon them.
Maybe we need a “blue” alert in addition to amber, silver...

No, ABC thinks it was sending a short-range coded radio burst to LTG McMaster. (sarcasm that anti-McMaster folks will probably pickup and run with.
The the fact of the matter is that GPS data at a military grade (milspec) of signal is much quicker than walking around with your iPhone.
Missiles travel at thousands of feet per second and the GPS signal that they use can refresh and update positioning in
Smartphone are not anywhere robust enough and can keep up with greatly diminished speeds. Totally different system parameters.
Incoming missiles would far exceed the parameters of a GPS signal as is used by the civilian world.
It’s actually against the law to own a milspec GPS receiver.

What a great opportunity for us to get info on its sensors and general ISR capabilities.
I remember working “OPEN SKYS” coordination issues back in the late 1980s.
Had to reschedule a few air and ground SpecOps exercises within the Eglin Complex.
Tit for tat, and we think we get the better of it. I can’t say I’m totally convinced of that.
I sometimes think we should not allow such flights from certain countries, and accept our risks with our own spy planes disallowed by them.
