It was a winding, wonkish and occasionally obscure conversation about foreign coal exploration, natural-gas pipelines and pig manure as a power source.
But only one of the men on the line — Energy Secretary Rick Perry — held sway over his nation’s energy policy. On the other end of the conversation were Vladimir “Vovan” Kuznetsov and Alexei “Lexus” Stolyarov, who had just added Perry to their list of high-profile hoax victims.
“Secretary Perry is the latest target of two Russian pranksters,” DOE Spokeswoman Shaylyn Hynes said in an email to The Washington Post. “These individuals are known for pranking high level officials and celebrities, particularly those who are supportive of an agenda that is not in line with their governments. In this case, the energy security of Ukraine.”

Happens to me now and then..... I get so many calls from heads of state, and a few of them turn out to be pranks.
Probably just a way of blowing them off. “Yeah, sure, send the info to my office and we’ll look into it.”
I’d like to think that people can keep a good sense of humor about this kind of stuff.

Hey, sometimes the best of people get fooled. Let me give you an example. Last summer I was watching a comedy show (or so I thought). The stars were some grumpy old dude and some crazy old lady. It was hilarious.
But I was pranked. It turns out the show really was a Democratic primary debate.
Rick Perry is a dolt just like his predecessor as Gov.

Kuznetsov is the name of a Russian aircraft carrier. Some kind of an admiral or something... Fun fact.
Nowadays, such a bio-based fuel recipe (alcohol + animal excrement) is not fully out of the question, gross though it may be. It’s been done using Algae from the surface of open waters. Believe me, such bio-fuels are seriously being talked about, especially over here in California.

Perhaps Sec. Perry should develop a better system to screen phone calls.
Don’t care a fig about the ‘prank call’ but do believe that our former Governor looked like a complete dork standing behind our President, on stage, in front of thousands of people using his cell phone to film the events. It was embarrassing. May be a smart man in his own right; but acting like a groupie at a rock concert.

Did the Washington Post report on when Maxine Waters and John McCain were pranked by Russians pretending to be the Ukrainian leader, and they took the call and took it seriously?
Methane is methane. From land fills to manure, outhouses too! And it can be harvested. Back in the 70’s this was a viable subject of discussion. Magazine articles from Popular Mechanics to Mother Earth News to Grit... etc... All featured the alternative power source.
Some staffer didn't do his due diligence. The subject is not inherently implausible. Conversion of animal waste (plant waste too, for that matter) to fuel was going gangbusters a few years ago. I don't follow it closely but I suppose fracking and very cheap natural gas may have undercut the economics, but in principle it's a good thing to do. The energy supply issues aside, it's a great waste management strategy for large scale feedlot operators, provided the numbers pencil out.
Large feedlots produce far more manure than they can sell to organic farmers looking for "natural" fertilizers. (Why so many soccer moms who get their information from Facebook prefer food grown in poop is beyond me.) Alternatively, we could weaponize the pig poop and spray it across ISIS occupied regions as a disinfectant. This should be explored.
