Not the first time a shortage of awareness about current conditions has shocked a poor fisherman.

My guess is that he was probably ‘catching fish’ by electrocuting them with his ‘invention,’ which was probably nothing more than a metal rod connected to an electric source, and then collecting the fish when they floated to the surface. Not very bright.
