I woke up at 2AM to get a drink of water and saw "Breaking News" that Obama ordered the CIA to cyber-attack Russia in 'in response' to something or another...

This is bogus. You don’t announce beforehand a surprise attack. More disinformation and bloviating from Obama. Hillary and the Dems have been blaming the Russians for Wikileaks beginning with the DNC hack.
