Windows 7 will start but when it goes to Google Chrome, it will freeze up within 5 on any and everything.
On Internet Explorer, it doesn't freeze but graphics don't work properly. Example, go to any site with a moving weather radar and it won't load. Or any site where you have a box to search within the site, you can't type or click in the box. Also, say on yahoo.com homepage, the ads and other junk on the left and right sides don't show up but the headlines do and you can click them and to the sites.
Cnet tries to install crapware on your machine now, I wouldn’t recommend using them anymore. You can get video drivers direct from the manufacturer website for free.

Aha! He just reinstalled Google Chrome. So far, so good as it’s now running at normal speed. Let’s give it a few minutes to see if it freezes.

Get rid of Google Chrome. It sucks.
CNet is full of spamware in its downloads, avoid wherever possible.
Bring up your task manager and check Performance - how’s your memory usage, are you near capacity or do you have plenty of free memory?

The effort to make websites ‘mobile friendly’ is creating all kinds of havoc with various browsers.
I have to try to load some webpages in 2 or 3 or 4 different browser and even then I sometimes strike out. Scripting errors and videos that won’t play have become commonplace.
Some websites say I need to update the browser. I update the browser and it still won’t work.
Recently with a varient of Chrome I kept getting an error that I needed to update Flash. I updated the Chrome version of Flash and the browser still doesn’t recognize Flash as an add-on.
I recently updated the FireFox variant Comodo IceDragon and started getting scripting errors on various webpages. I uninstalled and returned to the previous version. The scripting errors went away.
It is getting to the point of being ridiculous that one has to have a half-dozen browsers just to view webpages.

Also, try turning off ALL the bells and whistles—all the animations, etc., in Windows.
The downloaded software were being distributed with installation wrappers containing all kinds of malware. I haven’t used cnet (download.com) for the last 5 years because of this. Even though cnet denies it, they were still distributing malware in 2015.

bring up a command window and type MSConfig
Turn off anything in startup that doesn’t need to be run on startup, and turn off any services that you don’t use (services not from MS should be looked at, in particular).
Then reboot. In the worst case it should speed up your system slightly and reduce the number of potential conflicts.
Filehippo.com is pretty good and they have previous versions of many software programs.
I occasionally have to return to an older version of some programs because the latest greatest turns out to be crap.
