Paying Criminals Not to Commit Crimes

Perspective: On the heels of a similar program in Richmond, Calif., Washington, D.C.’s D.C. Council authorized funding in January to pay stipends to notorious criminals if they stop committing crimes. Police would identify up to 50 residents likely to violently offend again in 2016 and offer them periodic cash payments plus special training and educational benefits--as long as they stay out of trouble. Officials in Richmond (once overwhelmed by gun deaths) say their program, commenced ten years ago, has produced a 76 percent drop in gun-related crime. [Washington Post, 2-7-2016]

Thought I give this a try. I like the weekly news of the weird.

I worked in youth corrections and we spent $50,000 a year per inmate. I always thought we should pay them 36,000 to not commit crimes and close the place down. Think of all the money we'd save.

In the Richmond case, If we enforced 3 strikes, most of them would have been in prison and the crimes would have gone down anyway.

Of course it’s ridiculous and it shows what liberal precincts will do to low tow.

Rewarding bad behavior can’t go wrong. Can it?

It makes sense to pay people to stay out of trouble.

Conservatives who complain its free-loading, forget we’re already paying criminals to stay away from society. Its called prison.

And that’s probably cheaper than having them steal. Society and future victims come out far ahead by all the crimes not committed.

We save on cops, prosecutors, courts and prison correctional staffs, all of which cost us big sums of money.

Scarce prison space should be reserved for the truly dangerous and incorrigible.

We can pay them 50-60,000 a year and save taxpayer money

During a meeting with law enforcement, Boggan was stunned to learn that city officials believed 70 percent of the 45 homicides and 200-plus firearm assaults in 2009 were committed by just 17 people.

Not exactly mind bending.

Yup.

Still cheaper than locking them up.

Taxpayers would foot the bill anyway whether they stay clean on the outside or whether they serve time in prison.

We cannot jail our way out of crime.

I’m a big fan of 3 strikes and 2 strikes for violent crimes.

no but 25 years for third offenses is a correlation with lower crime. Cal started softening up 2 years ago and I think our rates are up. Maybe someone has some stats.

We’re discussing financial reward for good behavior.

Call it a carrot and stick approach.

If people want to break the rules, there are consequences.

Human nature being what it is, it works only when people understand what in its for them when they comply with the law and what sanctions await them when they don’t.

The noncriminals are being left out. If they do something really bad maybe they can cash in too.
