We’re discussing financial reward for good behavior.

Call it a carrot and stick approach.

If people want to break the rules, there are consequences.

Human nature being what it is, it works only when people understand what in its for them when they comply with the law and what sanctions await them when they don’t.

The noncriminals are being left out. If they do something really bad maybe they can cash in too.
