Yup.

Still cheaper than locking them up.

Taxpayers would foot the bill anyway whether they stay clean on the outside or whether they serve time in prison.

We cannot jail our way out of crime.

no but 25 years for third offenses is a correlation with lower crime. Cal started softening up 2 years ago and I think our rates are up. Maybe someone has some stats.
