I’m pretty suspicious of the claims. I’ve lived in Germany for a while. No subway is that dirty, especially in Koln. The paint, the smoking sign, the graffiti. It’s the middle of winter and no one is in a jacket or wearing snow hats or scarves.
That being said I hope I’m right and this is not a video of what is claimed.

It doesn’t look like any railroad station or subway that I have seen in Germany. It looks more like 3rd world. Note the no smoking signs are in English and Arabic/Pakistani? You don’t find that in Germany. Definitely a Pinocchio rated video.
