They must have introduced a new bug in the code that cleans up HTML or non-alphanumeric codes for post preview. Maybe it has to do with attempt to clear up recent malware alerts in some post which happened right before this problem turned up. The webmaster should check the new server code added or changed last few days.
You just have to keep in mind that these strange characters (black diamond-question marks, or the string of 3 oddball characters seen in my post above) are replacing certain types of apostrophes and quotation marks. Not all types.

I got the same thing late last night it was on almost every thread with few exceptions, have not seen it thus far today, I don’t think it has anything to do with settings.

I finally got rid of the FR malware warnings by shutting off a security setting in Firefox.
Happened to me running on a Mac with OS X Mavericks.
Running Safari and it started happening to me last night as well. Didn’t change any settings.

Happening to me in Safari 9.0.1.
It’s not just replacing apostrophes. I see it in spots where it’s only taking the place of a space.
I don’t see it in replies, only in text that could have been copied and pasted from other websites.
What is your “Text Encoding” set on? Default or Uni-code, etc?

It does seem confined to text that has been copied and pasted.
