I was pondering and found that Vermont has a population of only 626,000 with 17% more Ds than Rs. If conservatives were to move there from another state, how many would be needed to flip the state red?

I'm afraid you're right. Those of us who thoughtfully vote based on the issues have been far outnumbered by the gibmedat coalition which the 'RATS have cobbled together. Issues are completely immaterial to them and totally beyond their ken. To receive all this free stuff, all they need to do is vote as they're told - not a bad deal at all.
They've been cleverly seeding swing voting districts and precincts with "refugees," muzzies and wetbacks -- all in pursuit of their Thousand Year Marxist Reich.

it was flipped ... Jeffords was a typical VT GOPer, tended to vote YES on SCOTUS nominees and cloture, etc. Would have opposed obombiCare. And a few rude White House staffers flipped him at a crucial time. SPector was flipped too which was unnecessary ... and he was vote #60

Boston hippies started the migration to Vermont in the late 60’s, early 70’s . By the late 70’s, it was all over.

In Vermont, Lieutenant Governor Phil Scott seems popular and he may run for Governor next year.

Either Phil Scott or the ‘14 nominee (a nobody who almost won anyway) Scott Milne is likely to be the GOP nominee this time.
Forgot to mention, I’ll also need a small maple syrup plantation.

Not that many for a state or local election, maybe, but as the state went to Obama with 67% and 66& of the vote in the last two elections you'd have to move a substantial part of the state's population into or out of the state to affect the state's vote in a presidential election.
I suspect 1) your numbers may not include independents, who would most likely vote Democrat in presidential elections and 2) a lot of Vermont Republicans wouldn't be considered Republican in some other parts of the country.
But forty years ago, somebody somewhere asked a question like yours, got people thinking and moving, and eventually pushed Vermont into the Democrat column, so who knows what could happen?
