A Westminster man whose alleged abuse of his dog forced the pup to chew off part of a foot to get loose of a tether had his criminal charges dropped last week, after he took part in an animal neglect prevention program.
Prosecutors agreed to dismiss misdemeanor failure to care for animals and cruelty to animals charges after Samer Ibrahim took an active role in completing a 10-class program teaching the 23-year-old how to properly care for dogs. He also agreed to voluntarily provide his DNA to the Orange County District Attorney’s office.

You have the right idea, but the time bomb should be set for somewhat longer, maybe a few days...we want to generate enough fear in this bastard that he might go crazy and forget about sawing off his leg.

I’m surprised that someone named Samer Ibrahim would even want to own a dog.
