Turkeys Directorate of Religious Affairs, known as the Diyanet, issued a fatwa that allows Muslims to use toilet paper. However, the department reminded people that water should be the primary source of cleansing. If water cannot be found for cleansing, other cleaning materials can be used, the Diyanet claimed in a statement. Even though some sources deem paper to be unsuitable as a cleaning material, as it is an apparatus for writing, there is no problem in using toilet paper. Islam requires believers to adhere to strict rules regarding bathroom use.
When a Muslim enters the bathroom, one should say the Audhu (istiadha) and Basmala and then recite the prayer Allahumma innee aoodhu bika minal khubthi wal khabaa-ith, which means O Allah! I seek refuge in you from male and female noxious beings (devils or evil Jinn). The person must enter the bathroom with ones left foot and exit with ones right foot. No one should face or have ones back toward the qibla (direction of prayer the Kaba in Mecca) when urinating or defecating.

It’s OK to use paper if water isn’t available now. Don’t they live in desert areas? What have they been doing til now with little water available? Yuck. Also, what have they been doing here? Can shopping cart handles really be sanitized enough with the wipes provided by the store?

A few twists and turns to this.
In much of eastern Asia, traditionally people went out to a large field in the morning, bringing with them a small pot with water and a hand towel. After pooping, they would wash with the water and their *left* hand, only their left hand, if they had a left hand. Then they would wash the hand off and dry it with the towel.
Importantly, just water can clean better than toilet paper, and many Asians see TP as unhygienic and less effective than water.
Then the Europeans developed the bidet, which you can get used to very fast, as it leaves you “squeaky clean”. Then you just dry off with TP, so European TP is much like recycled paper shopping bags, as it is not designed for rubbing the skin.
The Japanese made a big breakthrough in the 1980s with the “electronic bidet”, which can be easily hooked up to an existing toilet.
Liberals have their “potty” issues, too! Didn’t Sheryl Crow advocate the use of only one square of toilet paper at a time?
