New York City, in an effort to cut down on carbon emissions, could allow concerned citizens to earn thousands of dollars by video-taping vehicles idling illegally, officials said on Tuesday.
A bill to be proposed on Wednesday would allow people to submit video evidence of idling to the city and pocket up to half of the fines imposed on rule-breakers, officials said.
The bill would continue to allow first-time offenders to receive warnings but would seek to raise the fines for illegal idling to a minimum of $350 from $220 and a maximum of $1,500 from $1,000 for second violations within two-year period. Third violations would be more.

I never drove west of the Mississippi which is where it is supposedly most enforced, but big trucks cannot idle while a driver sleeps in cold weather to keep the heater on ... he has to have a separate, stand alone motor/generator for that purpose
Also ... west of the Mississippi you won't find a big truck pulled off to the side of a get on or get off ramp ... they must be in a designated truck stop

The worst offenders in Manhattan are the TV station trucks / vultures waiting for perps in front of the various courts near where I work. I’d love to make a phone movie of that and collect.

I think that is insane for Alaska. In much of the State, if you shut off the diesel on the road overnight, it won’t start again for months until it warms up.
