A hoax is not surprising, but my first thought was that the story said that the incident happened at a private resort. In which case ... one would want to know what the rules were, how guest privieges were granted, and what warnings were issued. Given the whopping size of the fines, I was expecting that some unreported aggravated misconduct was involved.
A hoax is a much simpler story.
