What if you were forced to register in order to buy groceries? And what if, through that registration, the food you bought could be tracked and quantities could be limited?
Thats exactly the plan in Venezuela right now. The AP reports that in an effort to crack down on hoarding that ID cards will be issued to families. These will have to be presented before foodstuffs can be purchased.

You are wrong. There are less than 5 million law enforcement of all types in the US. There are almost 400 million people. The logistics of trying to control millions of gardens is unsupportable.
Amateurs study tactics. Professionals study logistics.

The police force will assemble and attack the individual with overwhelming force, make him comply, and move on to the next individual with a garden. They can probably do 20 a day. So if 25% of the people have gardens, and the police force is 5% of the population, use a 20-1 force advantage they should be able to visit every garden in 5 days.

Once again, the logistics of actually trying to do that are unsupportable. There simply aren't enough law enforcement/military.
And people won't take an attempt laying down... there will be resistance of all kinds, from sit-ins to outright fighting.
The combined weight of the western military can't get rid of the opium poppy in a small country like Afghanistan. Forget going door-to-door in fly-over America.

Went to store today, bought four cans of Hormel roast beef and gravy. I keep buying cans of meat as no long term food is meat. The stamp on these meat cans says Sell By 1-4-2016. Now, since it is “sell by” that means it's still good way past 2016. It should be good almost forever but, when about to open, always check cans for leakage or swelling or bad smell when opened.
I understand why the govn. is giving out cards to track food because people were buying every day and selling it for more money rather than using it. But, they will eventually use the cards to allow you only to buy “x” number of something.
Yes, it's important in this country to buy food now while there is plenty of it. Buying when there is plenty, is not hoarding. When there is little of it, buying it all, would be called hoarding.
I go by what happened on board that ship when it was stranded in the ocean due to a fire in the engine room, and food couldn't get delivered to them. They set up lines, buffet style, and people filled their plates, then stuck more food in their pockets and purses. So, the crew put up signs to take only what you put on your plate so others could have food. The people ignored that and still took more food than on their plate - into pockets and purses it went. They didn't care if others didn't get food, they were going to take all they could for themselves.
That is what is going to happen if we are short of food here. People will not leave food for others. There is plenty for everyone now, so buy all you can. And, DON'T FORGET PICKLE RELISH for all that tuna in the can. A tuna sandwich cries out for pickle relish.
