You are wrong. There are less than 5 million law enforcement of all types in the US. There are almost 400 million people. The logistics of trying to control millions of gardens is unsupportable.
Amateurs study tactics. Professionals study logistics.

The police force will assemble and attack the individual with overwhelming force, make him comply, and move on to the next individual with a garden. They can probably do 20 a day. So if 25% of the people have gardens, and the police force is 5% of the population, use a 20-1 force advantage they should be able to visit every garden in 5 days.
No but as long as they go home safe they can divide and conquer. They’ll do Boston type tactics in a specific area and clean it out. Then move on.
All government employees can be armed so that’s more than 5 million and every county has government officials
