The police force will assemble and attack the individual with overwhelming force, make him comply, and move on to the next individual with a garden. They can probably do 20 a day. So if 25% of the people have gardens, and the police force is 5% of the population, use a 20-1 force advantage they should be able to visit every garden in 5 days.

Do you think people are going to wait for the attack? At some point, folks will get pre-emptive.

Marijuana is illegal in most of the nation, and there is a billion dollar industry just in growing it here in the US. The feds can't stop that, they can't stop people from growing gardens.

And the percentage of law enforcement is much less than 5% of the population. Law enforcement, local, state, and federal, not counting military, is about 500,000.

After the first few teams get ambushed, it's going to be difficult to find volunteers for the teams.

And if they lose one member of their force, lets say, on every fifth garden, how long do you think they’ll keep that up?

They cannot afford a war of attrition.

ah, but you’re assuming that those who hear the “problem” will not be telling their friends and family or, in some cases, coming at the “overwhelmers” from behind.
