In the US, the president's health plan considers those up to age 26 as children. No one has to be a mathematical genius to figure this out, most people know that age to be around 14 years of age, an 8 year old girl is not of that age, its all about human nature.

On the other hand most of the stupid western culture wants their daughters to go to college before they get married so they can say ; oh, hey , look what a great job i did raising my kids.

So the tax payers have to pay for the birth control pills and pay for the care of the unwed mothers who has passed the flower.
