In a recent thread about the death of Jonathan Winters, it was stated that he was one of the funniest men who ever lived. He WAS funny, but he wouldn't be on my list of the funniest who have ever lived. And by "ever", I mean since the dawn of recorded media. My list of the funniest people who have ever lived would be as follows:
Groucho Marx
John Cleese
Mike Myers
Bill Cosby
Peter Cook
Rowan Atkinson
Charlie Chaplin
George Carlin
Mel Brooks
Woody Allen
Douglas Adams.
The sole criterion is that they make me laugh. Hard. Everybody is different. What makes you laugh might make me cringe. And verse visa. So list away...
I just put It’s a Gift on my Netflix list.
(And I wouldn't be surprised if the costumes had been employed.)

Black Adder is simply one of the all time best comedy series
Abbott & Costello, Sid Caesar, Imogene Coca, Dick Van Dyke, Bob Newhart, Bob Hope, George Burns & Gracie Allen, Phyllis Diller, Milton Berle, Cliff Arquette, Steve Allen, Phil Silvers, Jackie Gleason.
While Atkinson and Cleese were the featured stars in those series, it was the entire casts in both shows that made them classics.
I would be willing to bet if your question were put to professional comedians, Groucho Marx would win easily. It seems that almost all comedians talk about Groucho's influence on them.
After Stan, Richard Pryor (when he was choosing to be funny instead of vulgar), and John Candy.

Thank you. Jackie Gleason should be in the top ten of any funniest person list. I once heard, “Comedians say funny things, and comics say things funny, but Jackie Gleason did both.”
By now it’s probably already been suggested, but really comic genius has many aspects. Pure verbal comedians, so-called stand-up. Comic actors playing a pre-determined part. Slapstick. Etc. those who master all.
Seems it might be a bit hard to honestly compare some of these.
Or Maye West. She wrote her own material and was oh so quotable.
