If the folks in charge of informing the citizens had a lick of sense, they would simply describe the similarities among the cases (e.g. near a subway station, time of day, each of the victims was wearing a short skirt) and differences (e.g. age, hair color, race, height, weight, etc.).
Let the citizens weave the information together and figure it out for themselves what they need to do to minimize risk.
