Thats essentially the advice the New York Police Department is giving young women in one Brooklyn neighborhood following a slew of unsolved sexual attacks in the past few months.
The warnings are being met with outrage, with residents saying police should be focusing on catching the suspects, not criticizing women for what they choose to wear.
One South Park Slope resident told the Wall Street Journal about an encounter she had with an NYPD officer this past week:

Let the citizens weave the information together and figure it out for themselves what they need to do to minimize risk.
My point is, the way people dress change. What is considered 'modest' change. Men wearing T-shirt would be considered inappropriate in the past, since T-shirt was considered underwear. Today, women wearing short skirt has been accepted as appropriate dress, at least in New York.
Wow. I guess I’ll go ahead and be the first to say that women shouldn’t dress like sluts, simply as a general principle. I often wear long skirts and yes, I do get treated more like a lady when I’m dressed like one. Common sense, folks. Common sense.

I’d wear a skirt. Under it would be a spring loaded chastity belt. Remember the Bond movie where the bad guy reached into Bond’s jacket and got nailed by a spring loaded sharpened clamp? That ....
Common sense on FreeRepublic? No way! Just listening to the empty headed whining on this thread makes me wonder where all the true conservatives went. Duh, dress like a slut and you’re much more likely to attract the attention of a rapist or other low lifes. I’ve got to wonder what happened to the people posting on the site.
Of course women shouldn’t dress like sluts. However, dress and rape are two different things. How does one explain why a 90 year old woman was raped in her nursing home bed? How does one explain why a nun was raped? This is America, da**it, and if a woman wants to wear a short skirt then they shouldn’t be “advised” that they are asking for it. No woman or girl deserves to be raped.
Gee. That’s what I heard from my dad and my professors in Seminary during the ‘60s. Guess they were way ahead of their time. Who knew?
If you don't want your house broken into, you don't advertise on Craigslist for a housesitter to watch over your very pricy valuables while you're gone for two weeks.
If you don't want your car stolen, you don't park it in a crap neighborhood with the keys in the ignition and the windows down.
If you don't want to get audited, you don't do anything to red flag the IRS.
I could go on. But sure, anyone could get raped. Anyone could get mugged. Anyone could get robbed. Anyone could get audited.
But there are things you can do to lower the risk. That is just common sense, and I stand by it.

Rape is not a crime of some guy wanting to have sex with a pretty woman and deciding to “take” what they want. It is a crime of absolute control, power, anger, torment, and fear. Of course, there are things a person can do to reduce their chance of being a victim. However, when American woman have to start wearing burkas... we’ve lost. When American woman start wearing skirts to their ankles on a daily basis, we’ve lost. I wear shorts during the summer and I’m not going to hide behind some “ideal” appropriate style of dress in 95 degree heat. Years ago, my high school principal (a nun) was raped. A middle aged woman wearing a habit/nun dress down past her knees. The idea of a man breaking into the convent/connected to the school... on a Saturday evening was not a crime of lust. It was a crime of violence and torture. I will never blame the victim. I will, however, blame the criminal and I wish they could have their little “packages” removed once and for all and thrown into prison to rot.
Oh, did I say women should wear burkahs? I don’t remember saying that.
On the other hand if you advertise the merchandise, someone is bound to sample it.
