I guess I don't see the point.
I was expecting to see that this was the result to four years work of 22 government employees at the National Bureau of Standards. (I still cannot figure out why there were people at NBS, which is supposed to guard and maintain the golden ruler, were ever engaged in robotics development, but they were when I visited there when robotics was still a relatively new discipline.)

NBS now NIST and they are primarily funded by private industry which is why they will research anything that business will pay for.

Can you supply ANY evidence to support this assertion?
(And maybe tell us if there are any other government agencies "primarily funded by private industry." I've never heard of such an arrangement.)
