I hate to stick up for Leaky Traitorous Leahy, but I think he just has rotten diction. Probably bad dentures, plus...
Offhand, I can’t think of anyone who has a more paralyzed face than Leahy. Abolutely NOTHING in his face moves. I can just see the half-inch-thick layer of trans-fat just sitting there on his face.
