The Obama "long form" birth certificate has been in question for a long time. A large movement is asking for his official birth record (see reasons below). Likewise, another movement is growing -- saying that the first group is nuts and is wasting everyone's time.
Lawsuits are continually being filed for proof of President Obama's eligibility. The latest from someone in the military.
The "Vault or Long Form" certificate has been wrongly interchanged with the "Certificate of Live Birth" as proof of birth although they are two different documents.
Although I do not subscribe to either side of the debate, here are some of the alleged reasons floating around on the internet fueling the movement for the President to prove his eligibility to lead our country. (i.e. do not shoot this messenger)

Hawaiian law: [§338-17.8] Certificates for children born out of State. (a) Upon application of an adult or the legal parents of a minor child, the director of health shall issue a birth certificate for such adult or minor, provided that proof has been submitted to the director of health that the legal parents of such individual while living without the Territory or State of Hawaii had declared the Territory or State of Hawaii as their legal residence for at least one year immediately preceding the birth or adoption of such child. (b) Proof of legal residency shall be submitted to the director of health in any manner that the director shall deem appropriate. The director of health may also adopt any rules pursuant to chapter 91 that he or she may deem necessary or proper to prevent fraudulent applications for birth certificates and to require any further information or proof of events necessary for completion of a birth certificate. Whoever would spend over a million dollars in legal fees to keep their birth certificate hidden?
This is not a unreasonable thing to ask for since being a "natural born citizen" of the US is a constitutional requirement for the job of President. It's not hateful, and it's not racist.
Proving that you are should be an honor.
Yet Obama cannot and will not produce either. Why?

Per Article 2, Section 1 of the U.S. Constitution, one must be a natural born American citizen to serve as President. Barack Obama is NOT eligible for the Presidency because he is not a natural born citizen. The law that applied during the time of Obama’s birth (in effect from December 24, 1952 to November 13, 1986) stated- “If only one parent was a U.S. citizen at the time of your birth, that parent must have resided in the United States for at least ten years, at least five of which had to be after the age of 16.” We know that Obama’s father was a Kenyan citizen (a British Colony) and his mother just 18 at Obama’s birth...” (thus, she would had to have been aged 21 in order for Obama to be eligible). John A. Bingham, primary framer, 14th Amendment, states- “Every human being born within the jurisdiction of the United States of parents not owing allegiance to any foreign sovereignty is, in the language of your Constitution itself, a natural born citizen.” Obama himself has stated that he is the son of a Kenyan- Kenya being a foreign sovereignty. Thus, Obama is not a natural born citizen even if he were actually born in Hawaii.
Aside from that, I believe Obama was born in Kenya.

Of course, its not only his BC that is being withheld.
He has almost no paper trail at all, and what little there is, is sealed.
Out of the hundreds of reporters digging through the Palins’ waste paper baskets and sealed court records you’d think there would be at least someone interested in digging through Obama’s biography, to try to substantiate it and fill in the gaps. But its going to be a challenge because gaps are all you’ll find, and he’s got an army of lawyers ready to come after you if you dig where he doesn’t want you to dig.
While this is true, it's only of peripheral interest. Many FReepers have discussed plausible ways that this could have happened.
When someone hides something that is so routine to display, then people suspect something is wrong. With our shuck and jive artist, it’s more than just idle suspicion.

And attorney Orly Taitz is working on Obama’s alleged 39 Social Security numbers.

You are misreading the 1986 naturalization law.
The length of residency and age apply only for births abroad, not births in the US.
As for the meaning of “natural born”, your source is not the law, and there are a host of other definitions. The point here is that the meaning of “natural born” for this purpose has never been defined in law. There are lots of theories and arguments towards backing different definitions.
You are absolutely correct regarding the lack of inquiry on the part of the press. But we know what side they are on.
I would add to your list:
A decorated, combat experienced Army Individual Ready Reserve Officer volunteered to deploy to a war zone, but demanded the Commander in Chief demonstrate his eligibility to hold the office before he deployed. His orders were quickly canceled and his Security Clearance was suspended. (Cook v. Good)
Your document might prove perjury. Obama will have trouble claiming that he doesn’t understand the meaning of natural born citizen since he is an attorny. Also evidence could be suggested that he fully understands what natural born citizen refers to is the fact that he’s hiding his birth certificate from the American people.

No, it would not be an issue if she were in Kenya when Obama was born because you obviously couldn’t say she’d been here in the U.S. for 5 consecutive years.
