This is obviously not a BIG issue considering all that's going on in the world. Still, with all that Obama is concerned with his image, I'd think he could hire a photographer who had a better eye. The portrait looks like one made by an amateur using photoshop!
The composition is terrible. With the dog's head so close to the strong horizon line, it's painful to look at. The depth of field is awful. Who in their right mind would put this photograph out on purpose?

Amateur is right. The cardinal rule of portrait photography is never to use a wide angle lens and stick it close to the subject’s face, which results in distorted features. The vast majority of ‘cell phone self portraits’ posted on the web are like this, including this one. The right way to shoot portraits (other than with good lighting) is stand back, as far back as possible, and zoom in to the subject’s face.

I suspect, the first Mutt will be banned from making appearances. He gets too much attention. Narcissistic character tendencies will be dealt with quietly and swiftly. There is only room for one under the spotlight of glory and admiration.

It's definitely a cute puppy.
And, you're right with black dogs/cats/whatever are hard to get a good exposure and depth of field. That's why professional photographers get paid well for a good portrait.

I like to fill the pic with the dog, especially the face if there's no action going on. Of course I'm not a pro (but I get a lot of people around here who call me to come take shots of their dogs).

It does look ‘shopped. I tried to find a comparable pic of Barney, but I didn’t see any “posed” pictures; they all seemed to be of the “candid” type.
