You can't just "hold your breath". You have to swallow your breath and hold it in your throat with your tongue planted firmly against the roof of your mouth. Hold it for as long as possible and just before you have to gasp for breath, you let the air out of your throat by exhaling slowly.
Works every time. I mean... EVERY time.

9 times out of 10, when I've gotten the hiccups, if I take a glass of water and bend over and drink the water upside down, they go away.
Maybe she needs....

I seem to recall that the ER in which I worked once got a teenager in who had intractable hiccups.I think that he/she was given an antipsychotic and they went away.
It was long ago so I don't trust my memory 100%.

Aren't hiccups just spasms of the diaphragm? You'd think if this has been going on for weeks they would just anesthetize that muscle.
While writing that, I realized the potential downside - she wouldn't be able to breathe. But they could use a low does that would be cleared out quickly and/or something that has an "antidote" that they could administer to reverse the anesthesia. She could be on a respirator for a few minutes during the procedure.
Extreme, I know, but if I had the hiccups for weeks I'd want something extreme. As for me, holding my breath has never failed to work, although sometimes it's taken a few minutes before they really go away.

A doctor recommended that 1 tesapoon of sugar followed by a half glass of water was the answer.

All the gadgety hiccup cures are all about one thing: controlling your breathing. I haven't had a bout of hiccups last more than 5 minutes since I figured that out. Deep slow complete breaths, bring it all in, let it all out.

THE LONGEST HICCUP FIT
So what was the longest hiccup fit in the world?
The biggest cause of hiccups is eating [too] fast.
Back in 1922 Charles Osborne of Iowa must have done just that, because he got a case of the hiccups. Actually his hiccups started while he was weighing a hog.
This was no ordinary case, it was a world record hiccup fit, it lasted 68 years up until they mysteriously stopped in 1990, hiccupping an estimated 430 million times. He died 1 year after his hiccups stopped.
In the early years Charles Osborne hiccupped up to 40 times a minute, which in the later years slowed to 20 times.
Charles Osborne, however, did manage a somewhat ordinary life, he was married twice and had 8 children.

A spoonful of peanut butter always does the trick for me. It gums up the mouth, and the effort to swallow the peanut butter seems to calm the diaphragm. Water has never worked for me.

What will work depends on the cause. One thing that works for me is to hold a deep breath and then drink a glass of water with small, even swallows. This rhythmic stimulation overrides whatever feedback mechanism is causing the hiccups.
If she has a brain tumor, though, nothing she swallows short of a lethal dose of poison will affect the hiccups, though it may effect other changes.

I am an acupuncturist and have dealt with this situation of severe, long term hiccups. Before you try surgery please contact an acupuncturist in your area and have him/her needle Stomach 9 on one side and Pericardium 6 on the other. You can also massage these 2 points for effective relief. You should be rid of them in 15-25 minutes. If you will post you email I can contact you and walk you through how to find these points for massage at home.
