Reminds me of a short lived show I used to love called America's Dumbest Criminals. I don't usually go in for reality shows but that one was a gem.
I do agree with the crack head, though. That the cops should have arrested the drug dealer too.

Reaves, even after she was booked, told police they should find the drug seller and get her money back on the grounds that there was wax mixed in with the crack. This is the funniest part. Even after she's arrested, she's still trying to convince them to get her money back!

A woman who tried to get her money back by complaining to police in Florida about the dealer who sold her poor quality crack cocaine ended up behind bars. Who says smoking crack impairs cognitive functions?

People like this challenge the judicial system. No problem in finding them guilty,...now just where the hell do you place them?
In jail? They'll probably continue to nag the other inmates about other injustices in the slammer to point they will get their head cracked open. So it might not do the most good, i.e. mix one nag with one sadomasochist and we merely exasperate both problems and add a cleanup on aisle 4.
Let them out on their own recognizance? Maybe, they probably create sufficient misery on their own to simply not mess with them. They will penalize themselves by their own thinking and behavior. Do they pose a threat to others? hard to tell.
Maybe they should be sent to Hillary's district.
