My husband was voter #4, almost an hour later. He said the poll workers all cheered when he walked in!
It's remarkable, really - this is a very important primary in our county, will decide the County Commissioners election, and nobody's voting.

Well dang. I guess the constituents can't complain about who takes over and what they do, can they?
Something like that happened in Henderson, NV. The folks with money (in Green Valley) figured life would go on, and didn't want their property taxes raised, even though the city had ballooned in size along with the Metro area.
The Henderson police chief went to the media, got his face on everyone's TV and his voice on everyone's radio and said. "We can't afford to answer all the calls that come in because we lack the manpower, both at the 911 console and on the streets. The citizens voted down the raise in property taxes, so we will determine which calls meet the criteria for 'emergencies'." He also added that there would be no new traffic signals, no new fire stations, and no new police sub-stations.
Two years later, they voted on the same bill, but the cost had tripled. It was voted in.

Also it was a guarantee that the marriage would be fruitful.
After the plague once wide spread families were often down to only a few members. Having a sterile spouse could have spelled the end of your line.
In such cases morality gives way to survival.
Oddly enought it also gave birth to the movement for the rights of the common man and the end of serfdom.
